Their relegation battle is also cited as a concern, with the report claiming there is too much uncertainty surrounding Tottenham for Diomande to seriously consider a move.
Spurs financial and competitive challenges could impact Yan Diomande pursuit
Spurs were never likely to have a free run at the winger, with several clubs across Europe monitoring the 19-year-old.
Manchester United, Liverpool and Bayern Munich are all said to be interested in Diomande and, given their financial strength, Tottenham may find it difficult to compete.
Leipzig have reportedly set an £80 million asking price for the wide forward, who has 17 goal contributions this season.
Football Insider adds that it is unlikely Spurs will commit such a sum on a single player, regardless of how highly he is rated.
