Senate sends AI law back to Mazhilis for revision

Tengrinews.kz – Today, senators reviewed the draft law “On Artificial Intelligence” and related amendments on AI and digitalization. Some of its provisions were not approved and the document was sent back to the Mazhilis (lower house) for revision.
According to Suindik Aldashev, Chairman of the Senate Committee on Economic Policy, Innovative Development, and Entrepreneurship, senators proposed several clarifications and amendments to the legislation.

“A number of amendments were adopted to the laws ‘On Artificial Intelligence’ and ‘On Amendments and Additions to Certain Legislative Acts on Artificial Intelligence and Digitalization,’ aimed at aligning them with existing legislation,” Aldashev noted.

One of the key amendments introduces a mandatory liability insurance requirement. Previously, only voluntary insurance was envisioned, but now the law proposes compulsory insurance for damage caused by AI systems, as well as for risks related to their use.
In addition, the previous draft required only damage minimization in case of risk detection. The Senate’s amendments now oblige AI owners and operators to take immediate preventive measures to avoid harm and eliminate potential threats.

“Given these considerations, the Committee on Economic Policy, Innovative Development, and Entrepreneurship recommends that certain articles of the laws ‘On Artificial Intelligence’ and ‘On Amendments and Additions to Certain Legislative Acts on Artificial Intelligence and Digitalization’ not be approved and that the laws be returned to the Mazhilis with proposals for revised wording,” Senator Aldashev concluded.

Earlier, the government explained why a virtual minister cannot appear in Kazakhstan.
