Tokayev announces pilot project with ChatGPT for education in Kazakhstan

Tengrinews.kz – President Kassym-Jomart Tokayev announced that Kazakhstan has launched a pilot project to integrate educational tools based on ChatGPT. The statement was made during the “Kazakhstan – Territory of Academic Education” Strategic Partners Forum, citing Akorda.
Tokayev emphasized that investing in education and science is a key step toward securing Kazakhstan’s prosperous future. He highlighted that the country aims to modernize its economy, create new industrial sectors, integrate artificial intelligence (AI) across all fields, and establish itself as a fully digital nation.

“Kazakhstan has taken a confident step toward becoming a technologically advanced country. This is a crucial element of our new national identity,” Tokayev said. “AI is becoming a new fundamental driver of global progress. It is expected to contribute over 15 trillion dollars to the world’s GDP by 2030. The question is — which countries will benefit the most from this transformation?”

The president noted that the development and comprehensive integration of AI technologies are now among Kazakhstan’s highest strategic priorities. Earlier this year, the country launched the AI-Sana program, which has already been completed by over 540,000 students. AI courses have become mandatory in all schools and universities, and preparations are underway to open a dedicated IT university.
Tokayev also reminded that during his visit to the United States in September, Kazakhstan reached agreements with OpenAI, the developer of ChatGPT.

“As a result, Kazakhstan has launched a pilot project introducing educational tools based on ChatGPT,” he said.

The president added that these initiatives mark Kazakhstan’s transition toward a comprehensive digital transformation of education, powered by artificial intelligence.
In September, the Mazhilis approved a law regulating the use of AI in Kazakhstan — prioritizing human rights, transparency, and national values. The legislation limits the sharing of confidential data with neural networks, bans emotion analysis, and requires the labeling of deepfakes. Later, senators proposed mandatory liability insurance for AI-related damages and stricter prevention measures for potential risks.
