Legazpi City, Albay — With the increase of Internal Revenue Allotment (IRA) of 10 percent compared last year (2015) and 62 percent since 2010, Budget Secretary Florencio Abad believes that this means more capacity for the local government units (LGUs) to provide social services and local infrastructure projects for local communities.
