Tokayev outlines powers of Kurultai deputies

Tengrinews.kz — President Kassym-Jomart Tokayev noted that the start of the Kurultai’s work marks the beginning of fundamental institutional changes in Kazakhstan’s system of public administration, as the new body plays an important role in shaping the system of government, according to Akorda’s press service.
The Head of State stressed that, in particular, judges of the Constitutional Court, members of the Central Election Commission and the Supreme Audit Chamber will be appointed with the approval of the Kurultai.

“Deputies have been granted the right to appoint and dismiss Supreme Court judges upon the President’s proposal. The Kurultai has also been given the power to strip judges of the Constitutional and Supreme courts, as well as deputies, of legal immunity. Members of the legislative body will approve reports by the Supreme Audit Chamber on the execution of the national budget and hear the Constitutional Court’s annual address,” he said during the first session of the Kurultai.

In addition, deputies have the right to pass a vote of no confidence in the government and submit proposals to the President on dismissing individual members of the government.

“In short, the Kurultai has been granted broad powers in forming the executive and judicial branches of government, as well as in resolving strategic issues that are decisive for the country’s future. In this way, we have significantly strengthened the influence of the legislative body. This means reinforcing the system of checks and balances between the branches of government. Overall, work on the systematic modernization of state and public institutions will continue through the end of this year,” the Head of State noted.

According to the President, the Kurultai will fundamentally modernize the system of government and give a powerful boost to the work of the entire state apparatus.
