UN council to meet after S. Sudan's Machar fails to return
The UN Security Council was to hold emergency talks Tuesday after South Sudan's rebel leader Riek Machar failed to return to Juba as part of a peace deal.
The meeting, called by the United States, was expected to be held at 5:00 pm (2100 GMT) after Machar's much-anticipated return to the capital -- after more than two years of war -- failed to materialize.
