First stalking verdict handed down in Kazakhstan

Tengrinews.kz – A 37-year-old man who had been stalking a woman for a year and a half and obsessively seeking her attention has been convicted and sentenced to 100 hours of community service in Petropavl, Petropavlovsk.news reports.
The first conviction for stalking in Kazakhstan was handed down by the Petropavl city court.

“According to the victim’s statement, she had been stalked for more than a year and a half by a 37-year-old resident of the city. The woman told police that the man was following her, persistently seeking her attention, and getting into conflicts with her and her social circle. He had already been held administratively and criminally liable for using obscene language towards the victim, inflicting bodily harm on her, and assaulting one of her acquaintances. Despite this, the man did not stop his persecution,” the press service of the North Kazakhstan Region Police Department reported.

According to the woman, she lost peace of mind, was afraid to appear in the city, and feared for the safety of people around her, who could also become victims of the obsessive stalker.
Since September 2025, after Article 115-1 “Stalking” was added to Kazakhstan’s Criminal Code, the defendant twice attempted to make contact with the victim. One of these attempts was recorded by a video camera the woman had installed in the entrance of her building.
On 22 January she reported the incident to the police. Officers conducted an investigation and sent the case to court. On 28 January, the defendant was sentenced to 100 hours of community service.
In addition, he is prohibited from consuming alcohol, must regularly report to the police for preventive talks, and must completely avoid any contact with the victim. The verdict has not yet entered into legal force.
The Public Safety Directorate of the regional police department stated that two cases of stalking were registered in the region in January; a pre-trial investigation is under way in the second case.
Earlier in Astana, a case involving a young man was heard in the Specialized Interdistrict Administrative Court following a complaint from a young woman. The case was initially considered under the article on “minor hooliganism,” but the court ordered the police to review his actions for possible stalking.
