New fines may be introduced in Kazakhstan

Tengrinews.kz – Deputies of the Mazhilis have taken up consideration of a draft law on private detective activity. If the law is adopted, a separate penalty will be introduced for violating it.
The drafters propose adding a new article to the Code of Administrative Offences (CAO) — 470-1, “Violations of legislation in the field of detective activity.” The following are listed among possible violations:

issuing a license for private detective activity to a person who does not meet the requirements of the law on private detective activity;hiring as a private detective a person who does not meet the requirements of the law (for example, it is envisaged that a future detective must be at least 30 years old and have no problems with the law);a private detective not having, while performing his official duties, a standard-format document proving his identity and confirming his professional activity.

For these violations, the following fines are proposed:

for individuals — 5 MCI (21,625 tenge in 2026);for small businesses — 40 MCI (173,000 tenge);for medium businesses — 80 MCI (346,000 tenge);for large businesses — 100 MCI (432,500 tenge).

In addition, for concealing from the police or failing to inform them about known facts of planned or committed crimes, if these actions do not contain signs of a criminally punishable act, the following fines are proposed:

for individuals — 10 MCI (43,250 tenge in 2026);for small businesses — 60 MPIs (259,500 tenge);for medium businesses — 100 MPIs (432,500 tenge);for large businesses — 120 MPIs (519,000 tenge).

If the above offences are committed repeatedly, the fines will increase to:

for individuals — 20 MPIs (86,500 tenge in 2026);for small businesses — 100 MPIs (432,500 tenge);for medium businesses — 150 MPIs (648,750 tenge);for large businesses — 170 MPIs (735,250 tenge), with a ban on activity or without it.
