Afghanistan assures India it ‘will not allow’ misuse of its territory

New Delhi has praised Kabul’s sensitivity towards Indian security concerns

Afghan Foreign Minister Amir Khan Muttaqi has declared that no one will be allowed to use his nation’s territory against others, underscoring newly reestablished ties with India.

Muttaqi, who is on his first ministerial-level visit to India since the Taliban returned to power in August 2021, held talks with Indian Foreign Minister S. Jaishankar in New Delhi on Friday, where the two sides agreed to restore full diplomatic relations.

“During the American occupation, there were many ups and downs… we never gave statements against India and always valued good relations with India,” Muttaqi said “We will not allow any troops to threaten or use our territory against others. This is a challenge for the region, and Afghanistan is at the forefront.”

Muttaqi also referred to discussions on the Chabahar Port in Iran, considered a gateway for Afghanistan’s trade with India.

“As far as Chabahar is concerned, it is a strategic route. Both India and Afghanistan should talk to the US together, as this route is for both our countries,” he said. “Our trade has increased, and if this route is closed, it will not be good for us.”

India has been aiding the construction of the Chabahar Port, though the US revoked a sanctions waiver in September that allowed it to continue operations.

The waiver has reportedly now been extended until October 29, after which entities dealing with the port could face US sanctions.

Earlier on Friday, Jaishankar lauded Afghanistan for the “sensitivity shown towards India’s security concerns.”

In a joint statement, Jaishankar expressed his deep appreciation to Kabul for its strong condemnation of the terrorist attack in the Indian Union Territory of Jammu and Kashmir in April.

Muttaqi is slated to hold talks with National Security Adviser Ajit Doval, and will meet business groups and Afghan community representatives. He is also scheduled to visit a famous Islamic seminary and the Taj Mahal.

Muttaqi is in India till October 16. His visit was facilitated after a special exemption granted by the United Nations Security Council’s Taliban Sanctions Committee on September 30 by waiving his travel ban.
