American Express has what is pretty inarguably the best type of "preapproval" process — though not all customers are eligible to use it at the moment.
It offers a feature called "Apply with confidence" which will tell you with absolute certainty if you will be approved for a specific credit card before it initiates a hard pull on your credit. Your credit score may be impacted if you are approved and choose to accept the card.
