Lucy Letby, 33, was given a whole-life sentence in August after being convicted of the murders at the Countess of Cheshire Hospital in Chester, northwest England. The research, led by a World Bank economist, warns that settlement growth in flood zones has vastly outpaced growth in safe areas since 1985.
