Hayk Marutyan rules out coalition with Civil Contract and suggests opposition to elect him mayor of Yerevan without any preconditions

Marutyan published a list of newly elected members of the Council of
Elders of Yerevan from his party and expressed his position on
creating a coalition with any political force.
<Dear Yerevan residents, I reaffirm my position. We exclude
cooperation with the <Civil Contract> party. And the rest in the
video.
What I declare was confirmed at a meeting of the newly elected
faction of the National Congress party by unanimous vote.

At the same time, in his video message, Marutyan stated that the
Armenian authorities were defeated in these elections.
He recalled that there are 65 mandates in the Council of Elders, and
they are distributed as follows. : "Civil Contract" - 24 mandates,
"National Progress" - 14 mandates, "Mother Armenia" bloc - 12
mandates, "Republic" party - 8 mandates, "Public Voice" party - 7
mandates. Marutyan added that thus, the authorities have only 24
mandates.
Regarding the possibility of creating a coalition with other
opposition political forces, pointing out that all four political
forces that had passed the threshold had ideological and political
differences, Marutyan offered himself as the mayor of Yerevan.
At the same time, he called on the rest of the opposition forces to
support him without creating a coalition, ordinary and shadow
agreements and preconditions as a representative of the opposition
force that received the most votes, and to continue their activities
in the opposition field.
According to him, in this way the "Civil Contract" will be deprived
of power. If the opposition forces do not want to support this
proposal, Marutyan proposed another option - new elections.
Marutyan said that the opposition can ensure that a quorum is not
ensured at the first meeting for the mayoral election, for which
purpose 33 members of the opposition factions of the Council of
Elders will not take part in the meeting.
The elections to the Council of Elders of Yerevan took place on
September 17. According to the voting results, the ruling Civil
Contract party and the leader of its list, Vice Mayor Tigran Avinyan,
are in the lead in the mayoral elections of the Armenian capital,
with 32.57% of votes. National Progress party, led by the former
mayor of Yerevan Hayk Marutyan, is in the second place with 18.89%
of the votes. The "Mother Armenia" bloc, led by former MP Andranik
Tevanyan, closes the TOP-3. According to preliminary data, the bloc
receives 15.43% of the votes. The remaining political forces' votes
were distributed as follows: "Public Voice" Party - 9.68% "Fair
Armenia" Party - 1.12% "Victory" Party - 1.71% "Uzh Hayrenyats" Party
- 0.74% European Party of Armenia - 1.11% "For Social Justice" Party
- 0.34% "Republic" Party - 11.32% "United Armenia" Party - 0.55%
"Bright Armenia" Party - 1.8% "Democratic Consolidation" Party " -
1.01% "Country to Live " Party- 3.64%. The Council of Elders of
Yerevan consists of 65 members and elects the mayor for a term of 5
years.
