A Texas medical panel has rebuffed calls to list specific exceptions to one of the most restrictive abortions bans in the U.S., which physicians say is dangerously unclear and has forced women with serious pregnancy complications to leave the state. Former Georgia insurance commissioner John Oxendine pleads guilty to health care fraud

A former Georgia insurance commissioner is pleading guilty to conspiring to commit health care fraud. John W. Oxendine of Johns Creek entered the guilty plea Friday in federal court in Atlanta. The crime is punishable by up to 10 years in prison, but the 61-year-old Oxendine is likely to be sentenced to less. The plea says Oxendine agrees to pay nearly $700,000 in restitution to health insurers who lost money. Heavy-smoking West Virginia becomes the 12th state to ban lighting up in cars with kids present

West Virginia has become the 12th state to ban smoking in vehicles with children present. Republican Gov. Jim Justice signed a bill Friday that would fine violators up to $25, but only if a vehicle is pulled over for another offense. In letters to some of the passengers, an FBI victim specialist says the case is currently under investigation by the FBI.
